INACCESSIBLE_BOOT_DEVICE was the source of the issue. After a bit of tinkering in the BIOS I was able to set my PC to boot off of the Windows 8.1 CD, and reinstalled the OS completely. I had to reinstall all of my apps, Windows updates, absolutely everything. It's a good thing I backed up my personal files. Word to the wise, if you have Windows 11 & Windows 10 and are displeased with it, and you want to restore back to your old OS, be prepared for a bit of a nightmare. I don't know how many people have this issue, but from MS forums it seems pretty common.
